License count not updated during remote directory sync

Confluence's licensed user count does not track users added or removed from confluence-users during remote directory synchronisation. This can lead to too many or too few users having access to Confluence vs how many are allowed through the license. This problem persists until the the user count cache is reset - after 12 hours, the next reboot, or after a site import.

If too many users were given access, then after the cache is reset all users are locked out until the number of licensed users is decreased or the license is upgraded.
