Only show warning message about MySQL driver if the driver is missing

      NOTE: This suggestion is for Confluence Server. Using Confluence Cloud? See the corresponding suggestion.

      At this moment, the message about MySQL driver is showing up al the time no matter if the MySQL driver is present or not.

      This is confusing for the users and it feels as if the driver is not being detected by Confluence.

      We should only show this message if the driver is not present already.
