When creating a page from a template or blueprint, allow inclusion of permissions

      In a instance with complicated restrictions that require every page to have a set of custom restrictions which don't depend upon the space they're in (such as permissions that depend on the content that is present in a page) it would be helpful to automate adding these permissions via templates or blueprints.
