      NOTE: This suggestion is for Confluence Server. Using Confluence Cloud? See the corresponding suggestion.

      When users edit pages, the 'Notify Watchers' checkbox is always marked,
      this is a default that by this time cannot be changed.
      It would be good to have an options for the admin to change this default to "not always mark the 'Notify Watchers' checkbox".
