Steps to reproduce:

In a fresh Confluence installation, create a new page.
Navigate to the dashboard and you'll see that the newly created page exist under 'Popular' tab although there is no comment and/or 'Like' yet.

It appears that most popular algorithm seems to be picking pages with no comments and no likes when it is not supposed to.
