      NOTE: This suggestion is for Confluence Server. Using Confluence Cloud? See the corresponding suggestion.

      The PDF renderings in Confluence are currently done with a flash object. This could be done in 100% HTML and JS using PDF.js. This is an open source project headed up by Mozilla and in fact is the default PDF rendered in Firefox.
