To be able to edit in fullscreen mode with the new editor.
From a CAC comment:
(without fullscreen edit) it makes page editing very hard on small screens or screens with small resolutions, as the headers, titles, footers and all the wrap takes 50% of the height..
Interested in feedback on whether people would like to write comments in full-screen as well.

This has now been implemented.
If you're using OnDemand you already have the full screen editor and will see the button for it on the right side of the editor toolbar.
If you're using Confluence 5.0 or above in your own instance, you can get the plugin here on the Marketplace or by searching for it from the Admin > Manage Add-ons screen.
