Here are the following steps on how to reproduce this bug:

Create any page in any space
Click on 'Tools -> Import Word Document'
Use the attached Word doc in this bug report
Use the default settings for the Import Word Document configuration
After finished importing, you will see that all the bullet list inside the original Word Doc has changed to a heading type

This problem is happening to both *.doc and *.docx file and having umlauts characters in the Word doc does not have any impact to this bug.

Setting a bullet list to Headings before import will also have this same problem. Not sure if this deserves another bug report.
