The described problem doesn't happen anymore on Confluence 4.3.1 v2.6.0 (TOC plugin) as I have tested.

Feel free to upgrade your instance.

It might be interesting to note in the JIRA issue (https://jira.atlassian.com/browse/CONF-23794) that not only the style parameter "none" is not working but no parameters affects the display of bullets. In fact, regardless of the value of the style parameter that we set, only the bullets will be displayed.
