Can't break out of a blockquote at all if it is copy-pasted from view to editor

      Steps to re-produce:
      1. Go to this page: https://extranet.atlassian.com/x/FQeRbw
      2. highlight and copy the text around the blockquote, including the blockquote. I.e.:

      Elevator pitch:
      ....blockquote text here
      New app or JIRA plugin

      3. Go to an Editor and paste it
      4. Now put your cursor at the end of the blockquote sentence and it enter...
      5. Keep hitting enter- you can't break out of the blockquote without using the paragraph menu

This can also occur when copying and pasting from something like Gmail, where <div>...</div> gets pasted instead of <p>...</p>. Similar in some cases pressing backspace will remove the whole blockquote.

Appears to occur when there is some inline formatting in the bq.

On pressing ENTER then new line inserts markup like: <p><em></br></em></p>. It looks like the breakout logic is not treating this as an empty line due to the formatting, it needs to be a bit smarter.

Moreover, pasting any HTML markup that introduces any <div> (possibly with a class= or style= attribute affecting appearance) at the end of an article makes it impossible to add content beyond the closing </div> — all new content will go inside the div.
