"Add labels" or "edit" (existing labels) does not work without JavaScript

      Go to a page with no existing labels
      Turn off javascript
      Refresh
      Click on Add labels link
      it does nothing.
      Same for edit if you already have labels (and "done" I guess)

      Here you could/should use progressive enhancement

      • by default show the input fields and submit to edit inside a noscript tag. If JS is present use jQuery to provide something fancier.
      • or have non javascript link toggling the edition

      Putting labels is some basic function.
      We are a governmental user and we have to support non javascript users
