Add input box for alt text to Insert Image dialog box; allow administrator to require content or empty alt text before exiting

      In Insert Image dialog, allow government instances (and others if desired) to require alternative text for new images following, Section 508 of the U.S. Rehabilitation Act, http://www.access-board.gov/sec508/guide/1194.22.htm#%28a%29 and WCAG 2.0 (checklist from WebAIM) http://www.webaim.org/standards/wcag/checklist. User would need to be able to choose null alt text, alt="".

            Thank you for raising this suggestion.
            We regret to inform you that due to limited demand, we have no plans to implement it in the foreseeable future. In order to set expectations, we're closing this request now. Sometimes potentially valuable tickets do get closed where the Summary or Description has not caught the attention of the community.             For years now the 508 Compliance issue has been causing U.S. Government agencies to resist using Confluence wiki and Jira. When can we expect the vendor to address Section 508 Compliance?
