Label suggestion seems to be broken on new pages

      The label suggestion contains only a single entry even though the space has more possible matches.

      1. Go to https://extranet.atlassian.com/display/CONFDEV/
      2. Add a new page
      3. Type "conf" into the label field
      4. The label suggestion list only contains "confluence" but should have multiple suggestions (e.g. confluence-box, confluence33, confluence30 and so on. See https://extranet.atlassian.com/labels/listlabels-heatmap.action?key=CONFDEV).
