Upgrading from any version before 2.9 to 3.0 doesn't migrate attachments and/or breaks custom space logos

      The upgrade task that moves space logos to a SpaceDescription attachment runs before the upgrade task that migrates to the new way we store attachments in the file system. The first task creates new attachments using the new heirarchy before the old attachments have been migrated. This causes the attachment migration to fail because the directory it needs to create already exists and it doesn't want to overwrite it.
