Make custom feed builder use the change index

      The benefits of doing so include:

      • preparation to allow users to create a custom feed that filters based on the activity of a particular person
      • receiving updates to existing content as separate entries in the feed
      • preparation for allowing a feed option to be made available in all places that an activity/recent-updated list is found
