PDF exports do not contain images in Confluence 1.1. The same behavior can be seen in confluence.atlassian.com, for example go to

http://confluence.atlassian.com/pages/exportpage.action?pageId=4389

and try to export the page in PDF format - no image is present in the PDF.

The following exception is printed in the log for each image in the export:

[ERROR] Error while creating area : Error while recovering Image Informations (file:/xxx/confluence/database-xxx/temp/export_06092004_155634/sizes.png) : /xxx/confluence/database-xxx/temp/export_06092004_155634/sizes.png (No such file or directory)

I checked the export folder and indeed when exporting PDF or HTML version of a page the files aren't written to the export folder.

The images are displayed normally in the web views though.
