Minor change? (no notifications will be sent) should be replaced by Save and Quiet Save buttons

It's two clicks for a "Minor change?" checkbox and then Save operation. If you dispensed with
the "Minor change?" checkbox and had a Save and Quiet Save button then it would reduce
to one click (and users might be more inclined to use the Quiet Save option).

I think Confluence can learn from Twiki on this.
