      Issue Summary

The “Copy link to heading” (chain) icon is non-text content, and when a screen reader encounters it, it simply announces the words “copy link to heading” without specifying which heading it refers to. That puts it out of compliance with 1.1.1 Non-text Content, as a vision-impaired user wouldn't know which heading they're copying.

      Steps to Reproduce

      1. Deploy Confluence
      2. Open the demonstration space “Product Development” home page, which has several headings
      3. On macOS Tahoe System Settings > Accessibility Reader > Read & Speak > enable Speak item under the pointer (or equivalent in other OS / screen reader software)
      4. Hover the mouse over the chain icon “Copy link to heading”, next to a heading

      Expected Results

The screen reader announces "Copy link to heading" and the heading name.

      Actual Results

The screen reader announces only "Copy link to heading".

      Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available.
