We have to expand the scope of the requests the current rate limiter is providing to intercept all the requests like struts actions, servlet requests and apply the rate limiter for all the requests including Automation & Application requests.

We need a separate UI for configuring the Automation and Application Request in the admin screen

When rate-limited, failed Automation requests should return an HTTP 429 error (too many requests), and Application requests trigger a Rate limiter Error Notification.
