User Signup Options UI does not respect unchecked "Allow" toggle

      Issue Summary

      In Confluence Data Center 9.2.15, the "Sign Up" option remains visible on the login screen even when the "Allow people to sign up to create their account" setting is unchecked. This occurs if the underlying restriction was previously set to "No Restrictions". Additionally, the UI incorrectly shows the "Allow" checkbox as unchecked upon page reload, while the sub-options remain greyed out, creating a mismatch between the UI state and the actual backend configuration.

      Steps to Reproduce

      1. Log in to Confluence as an Administrator.
      2. Navigate to Administration (cog icon) > User Management > User Signup Options.
      3. Check the box "Allow people to sign up to create their account".
      4. Select the radio button "No Restriction".
      5. Click Save.
      6. Uncheck the box "Allow people to sign up to create their account" and click Save.
      7. Log out or open the Confluence login page in an Incognito/Private browser window.
      8. Observation: The "Sign Up" link is still visible in the top right corner, and users can still access the signup form.
      9. Navigate back to the User Signup Options page as an admin.
      10. Observation: The "Allow" checkbox appears unchecked, but the "No Restriction" option (which should be hidden/disabled) appears to still be the active underlying state.( please refer the attached video for replication)

      Expected Results

      When the "Allow people to sign up to create their account" checkbox is unchecked and the settings are saved, the "Sign Up" link should be immediately removed from the Confluence login screen, regardless of what the previous restriction setting was. The UI should consistently reflect the disabled state of the signup feature.

      Actual Results

      The "Sign Up" link remains visible and functional on the login screen if the restriction was previously set to "No Restriction" before the master toggle was unchecked.

      • Users can still access the signup form and create accounts.
      • Upon returning to the User Signup Options admin page, the "Allow" checkbox appears unchecked, but the underlying logic still treats the "No Restriction" state as active.
      • Sub-options are greyed out, preventing the admin from seeing or changing the active restriction without re-enabling the master toggle.

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available
