User Access Report should not contain extra lines before the CSV content

      When you use Confluence Admin > User Access to download a CSV of a selected user’s or group’s space permissions, the generated file includes extra lines with information about the report. This makes it difficult for non-technical users to open the CSV directly in Excel; they must remove those lines before they can use the file.

      This report information should be stored on a separate file.
