Better handling of database unavailability

      When the external database is not started, starting Confluence results in it hanging indefinitely without producing any output. When Confluence is unable to access the database, it should output an explanatory error message to the logs and command window such as:

      Confluence Cannot Start
      Could not access database at "jdbc:mysql://localhost/confluencedb?autoReconnect=true"
