Anchor links copied from headers in the page should include the page title in the link.

      At the time of this writing, the anchor links created by clicking the "paperclip" button popup next to a header on a page does not contain the title of the page in the link.

      This causes issues with publishing scroll viewport pages with anchors to other pages as they are interpreted as plain external links.

      By generating these links with the page title (as normally seen in the address bar when viewing a page) this will allow Scroll to automatically convert the link to point to the scroll published version of the page.
