Issue Summary

Sometimes the replacement character "�" appears on the page. These are always Japanese characters (multibyte characters), but not always the same characters are replaced upon reloading. At times, all characters load as expected.

Steps to Reproduce

1. Create a page in Japanese.
2. Navigate to the page.
3. If the problem does not occur on the page, refresh the page until it does.

Expected Results

Japanese are rendered without being garbled.

Actual Results

Sometimes the replacement character "�" are shown.

Workaround

The only workaround is to reload the page.
