Undefined Link Format broken after editor conversion

Issue Summary

Recently the ability to Link to undefined, placeholder pages was released. If an undefined link is placed on a page using the legacy editor. The undefined link is broken after converting to the New Editor.

This is problematic for users going through multiple waves of migrations that need to use undefined links between migration waves.

Steps to Reproduce

1. Create page with legacy editor
2. Place undefined link on legacy editor
3. Convert page to new editor

Expected Results

The Link should stay as undefined.

Actual Results

The link is converted to the below format:

https://SITE.atlassian.net/wiki/pages/createpage.action?spaceKey=KEY&title=My%Title

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
