Using a template with the variable does not update variable values on initialization

Issue Summary

This is reproducible on Data Center: No

Steps to Reproduce

1. Create a new template
2. Add a variable macro to the template
3. Use the template variable by using $ before the variable name.
4. Save the template
5. Create a new page using the template
6. Update the variable value at the top of the page
7. The variable mentioned on the page are not updated.

Expected Results

All the variable values should be updated to the newly entered value on page creation
