Description
Issue Summary
Confluence can be configured to allow anonymous access, however, the conversion of content links to the smart link format does not work when accessing anonymously.

Steps to Reproduce
- Set up a space to allow anonymous access as per https://support.atlassian.com/confluence-cloud/docs/set-up-public-access/.
- In an anonymous browser session, create Page A.
- In an anonymous browser session, create Page B.
- In an anonymous browser session, edit Page A, insert a link to Page B and save it.
- In an anonymous browser session, observe Page A in view mode.
- In a logged in browser session, observe Page A in view mode.
- In a logged in browser session, edit Page A, re-paste the link to Page B and save it.
- In a logged in browser session, observe Page A in view mode.
- In an anonymous browser session, observe Page A in view mode.
Expected Results
At steps 5, 6, 7, 8 and 9, the link to Page B is rendered as a smart link.
Actual Results
At steps 5, 6 and 9, the link to Page B is not rendered as a smart link. At steps 7 and 8, the link to Page B is rendered as a smart link. It is suspected that the smart link rendering of the link to Page B at step 8 is due to caching which is why the results conflict with those of step 5.
