Anonymous users getting restricted page messages for public pages

Steps to Reproduce

1. Visit the public page for Confluence instance allowed for anonymous users.
2. The page content load for few seconds and then shows This is a restricted page, even though pages are not restricted.

Expected Results

Actual Results

The public page must be visible to anonymous users.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
