The "Jira links" button next to the page title doesn't show any longer

Issue Summary

There used to have a "Jira links" button next to the page title when a Confluence page has Jira issues linked on its body, and clicking this button would display a summary of all Jira issues linked on that page.

One root cause for the issue is having the IP Allowlisting enabled.

Steps to Reproduce

1. Create some Jira issues
2. Create a page and copy/paste the link to the Jira issues into the page body
3. Save the page

1. Create a Jira issue;
2. Link a Confluence page to the issue;
3. Check the Confluence page and notice that the Jira links button will not be there.

Expected Results

At the top of the page, next to the page title it should show the "Jira links" button.

Actual Results

The "Jira links" button is not there.

This issue may manifest in some sites, and may not in some other sites.
