Insert file and images icon/option is missing in new editor global template

Issue Summary:

In new editor when we tried to create a new template, insert file/images option is not available.

Environment

Confluence Cloud-fabrics Editor

Steps to Reproduce:

1. Login to confluence instance with the fabric editor enabled.

2. Navigate to the global templates and blueprints option.

3. Click on Add global page template.

4. In the editor, insert file/images option is not available.

Expected Results:

Insert file/images option should be available.

Actual Results:

Insert file/images option is not available.
 

Workaround:

Currently, there is no known workaround for this behavior. A workaround will be added here when available.
