Return user's timezone via REST API

    Description

      Summary

      Have a behavior similar to Jira Cloud's Get user wherein timezone is returned.

      We need this in order to display dates in the correct format for each user, to avoid

      1. much confusion regarding when events occurred
      2. everyone has to work in UTC

      Note

      For consistency purposes, it can also be added in Confluence's Get current user and/or in Get user
