Support label function in mobile app(Android)

Problem Definition

Currently label function is not supported in the Confluence mobile app.
Users can't see existing labels and they can't add or change them, too.

Suggested Solution

Provide a way to view/add/edit labels from mobile app.

Why this is important

Labels are used frequently in the browser version. The miss of this feature is preventing users to use Confluence from the mobile apps.

Workaround

Use the browser from the mobile phone
