Recent Spaces history doesn't work for Anonymous Users

Summary

Currently, when you navigate to Confluence as an Anonymous user through different spaces. When you click on the drop down list to show Recent Spaces history it will only show "All spaces" instead of the previous spaces you visited.

Environment

Confluence 1000.0.0-57e69bf

Steps to Reproduce

1. Allow Anonymous user access
2. Create two spaces with anonymous access
3. Navigate to the two spaces as anonymous user
4. Click on the drop down list to show Recent spaces history

Expected Results

• Recent Spaces history should be populated for anonymous users

Actual Results

• Recent Spaces history is not populated and it will only show "All spaces" option

Notes

Recent Spaces history works fine for logged in users.
