Administrators can uninstall Lucidchart add-on

      Users with 'Confluence Administrator' global permission are currently able to uninstall Lucidchart add-on.
      This operation should require the user to have 'System Administrator' global permission instead.
      With the 'Confluence Administrator' global permission only, users should be able to just disable the add-on, not uninstall it.
