Cloud to Server export users can't log in

Summary

Backup taken from Cloud doesn't allow users to login after import in Server.

Credentials 'sysadmin' username and password as mentioned on Migrate from Confluence Cloud to Server - Atlassian Documentation don't work.

Environment

• Confluence Cloud

Steps to Reproduce

1. On cloud instance, create an export then import that to server.

Expected Results

'sysadmin' user is able to login using password 'sysadmin'

Actual Results

'sysadmin' user is not able to login.

Notes

the export doesn't contain the passwords for any of the users.

The sysadmin account is not fully created. There is no entry for sysadmin in cwd_user and no cwd_membership entries, but there is a sysadmin entry in the user_mapping table.
