implement "accept rate"

This has been alluded to in other issues in this project but I can't find something for this specifically, and personally I think it's the thing that would deliver most value right now.

So the "accept rate" is the %age of questions the user has accepted an answer for.

This would stop the answerers wasting time answering questions for people that don't bother accepting the correct answer.

Also perhaps you should allow moderators to accept answers on questions they didn't ask, although as this is open to gaming perhaps only if they themselves are not the answerer.
