Send Email to users of the wiki

As an administrator of the wiki, from time to time I need to send Email to all wiki users, or to users of specific groups, or even to users with specific permissions (like to all users who have permissions to admin a space, meaning they are space admins).

This is a standard feature you can see in forums software and obviously should be also in wikis including confluence.
