Database Lock timeout after site import

Looks like it's possible to hit a database lock timeout due to stopping and then starting Synchrony during an import, according to our tests. This situation is highly unlikely and almost certainly involves also installing or uninstalling or enabling/disabling other plugins while doing an import.
