Unable to Edit the External user directory when login with the current directory

Scenario:

Confluence configured with 2 user directory,

1. Jira user Directory
2. Confluence Internal Directory

If you logged as Jira user directory's user, you won't be able to Edit the Directory,
you will need to login as an admin from Internal directory, which is an expecting behavior.

Currently this information is missing from your document
It will be nice if we could add this information in our current document,
as this will save time for the user to configure
