(Please change this to a bug issue type, I got "User 'ulrich.b' doesn't have the 'Assign Issues' permission" for the "bug" issue type.)
History links in the "Attachments" page seem to be wrongly encoded. See the following screenshot.
As a consequence, downloads of files containing special characters (like "+") don't work (you get a 404).
The problem is that URLs with these special characters need the "api=v2" parameter, but don't get it due to the wrong encoding.
Example:
https://<Confluence instance>/attachments/101777509/test%2B.txt?version=1 => 
returns 404
https://<Confluence instance>/attachments/101777509/test%2B.txt?version=1&api=v2 => 
works
