FileStore redirect download does not respect "download" param

Summary

Files are opening as text on the browser instead of downloading it

Environment

• Cloud

• JIRA v1000.350.1

• Confluence 1000.293.1

Steps to Reproduce

Looking at the response from the Media API, it's sending the file with a MIME type of just text/plain. If you add &dl=true to the Media API URL that Confluence redirects to it does download instead of loading in the browser, which means it's Confluence that seems to be misbehaving here.

Expected Results

The file should be downloaded

Actual Results

The file is being opened as text in browser

Workaround

right click > Save As
