Inherited Edit Permissions not being Applied

Inherited permissions are not being applied.

I created a test user account and explicitly gave this user permission to edit the page:

This user is not getting the edit button.

This was originally reported by the vendors on this page that have been collaborating with us. They are experiencing it with their accounts so i confirmed it to be true with this test account. As far as I know there has been no changes to the user accounts or inherited permissions of these pages at the time when the vendors started to reporting this error (about 1 week ago, around the 1st August).
