The PageCreateFromTemplateEvent does not fire

"my plugin is compatible with 5.10.0, so it loads and runs, HOWEVER the main feature of my plugin relies on the PageCreateFromTemplateEvent and this does not fire in 5.10.0+. This same implementation of my event listener (annotation listener implementation) does work on every other version prior to 5.10.0."
