Table of Contents links are not consistently working.

When you click on one, it will change the URL, but not move to that section of the confluence page.

Copying and pasting the link to another browser window does take you to the correct page section.

This is NOT true of all our pages that include tables of contents.

In response to this report, my customer reports: his page doesn't use the "include-page" macro, but it does have the "excerpt-include" and the "children display" macros.

Work-around: encapsulate the Table of Contents macro inside a Table of Contents Zone.

But that's not intuitive.
