Concurrent Editing on Product Requirement cannot be merged.

When there are two user editing the Product requirement at the same time, the changes cannot be merged even if the users are editing different section on the pages.

"If the person who are editing the page concurrently have saved the page before you, when you click Save, the following error occur "Sorry, your changes cannot be merged automatically".

Step to Replicate.

1. Create a new Product Requirement page
2. Save it
3. Get two different user to edit the page at the same time (userA,userB). Let's consider the name of these two user are userA and userB
4. userA make changes at the top section of the page
5. userB make changes at the botton section of the page
6. userA save the changes
7. userB save the changes

Expected Result.

The changes of the page will be merged

Observed Result

The following error appear in the userB editor "Sorry, your changes cannot be merged automatically". If the userB save the page after he see the error, userA changes will be deleted and only changes from userB remains.
