In Confluence 5.9.x, we have the option to use the new dashboard revert to the older one. However, for the anonymous users, it will be always the new dashboard, once this option is triggered by a Dark feature.
This is a suggestion to allow the administrator of the instance to choose which dashboard will be displayed for the anonymous users. This could be useful for cases that the anonymous would like to see the Popular spaces in a list, so they can directly access one page and some other examples.
