Confluence 24 hour changes email no longer includes new users

Hey there,

We use the 24 hour changes email to track new users logging into the system for the first time however over the past few weeks these have not been included in the email.

We still receive the email every day and see when users are updating their profile but the new user sign ups are not included...

We are running Confluence Server 5.8.4 and have LDAP authentication.

We really need this functionality to be fixed as we use it to generate our welcome to the wiki email to highlight how the wiki should be used.
