404 error when accessing support info page

      NOTE: This bug report is for Confluence Server. Using Confluence Cloud? See the corresponding bug report.

      If we try to go to our 'Troubleshooting Problems and Requesting Technical Support' page either directly or through our new support documentation page it looks ok.

      Steps to reproduce:

      1. Log out of your account
      2. Try to access the page: https://confluence.atlassian.com/display/DOC/Troubleshooting+Problems+and+Requesting+Technical+Support

      This will then return a 404 error. Our documentation was previously available anonymously, and we link to this page fairly often so a lot of our users are seeing this issue.
