Summary
Even if the anonymous user has add/delete page and add/delete attachment permissions they are not able to attach files to a new page via the image/link browser.
Steps to Reproduce
- Allow Anonymous users create page and add attachment permissions to space.
- Log out and access the space as an anonymous user
- Create new page
- Try inserting attachments by:
- Drag and drop files
- Click Insert > Files and Images
Expected Results
Attachments are uploaded
Actual Results
- Drag and drop files:
- Error message is displayed:

Error retrieving attachments from Confluence. The server may be unavailable.

Notes
- If you save the page and edit again and click insert image, then it will allow you upload the image.
- Observed in Confluence 5.7.5 with different error message when performing drag-and drop images:
The server is not responding. Please check that it is running.
Workaround
Save the page first, and add the attachments again.

Thank you for the update sarangc.
I've tested this issue on Confluence 7.3.1, and can confirm that the issue does persist.
The workaround in the issue description works as well, and for now, if anonymous users would like to add attachments on newly created page, they will first have to save the page.
I've re-opened this bug ticket.
