logs name do not support simplified Chinese characters

For example,zone is CHINA
start confluence (start menu-confluence-start confluence[xxx]) and the CMD window show and quickly close.
Then I use CMD-cd to Installation directory run catalina.bat
Now we can see :
Since the log file contains Chinese characters that cannot be created, the program is eventually closed off.
